A native of Maple Ridge, B.C., Victor Wong (CD, BA, MLIS) is a graduate of UBC (political science), McGill (library & information studies) and Algonquin College (animation). A member of the Canadian Forces Naval Reserve, he currently works at the Directorate of History & Heritage, Dept. of National Defence, Ottawa.
He first thought of the “Phantom Observer” moniker while a member of the BBC’s original attempt at a wiki, H2G2, and kept it for use when he first started blogging.
He occasionally makes financial contributions to the Conservative Party of Canada but is not active within the Party ranks.
