As an information specialist, he is uniquely trained in the finding and linking of documents and stories that people need to see. As an artist, he knows that people will learn more from a good storyteller than a bad historian.
Such is the existence of the Phantom Observer.

A native of Maple Ridge, B.C., Victor Wong (CD, BA, MLIS) is a graduate of UBC (political science), McGill (library & information studies) and Algonquin College (animation). A member of the Canadian Forces Naval Reserve, he currently works at the Directorate of History & Heritage, Dept. of National Defence, Ottawa.
He first thought of the “Phantom Observer” moniker while a member of the BBC’s original attempt at a wiki, H2G2, and kept it for use when he first started blogging.
He occasionally makes financial contributions to the Conservative Party of Canada but is not active within the Party ranks.
